SQW was commissioned to evaluate the TFI Challenge. The evaluation ran from July 2020 to April 2025 and had four phases.
The purpose of the Phase 1 framework report was to confirm a shared understanding of the rationale for the programme, its key aims, and the expected routes to achieving those aims. To set out the agreed evaluation research questions and present the overall evaluation approach and a detailed methodology and data collection plan.
