As highlighted by both the Industrial Strategy and the National Security Strategy, in an increasingly complex and uncertain world, the UK faces urgent geopolitical challenges. Research and innovation are essential to addressing these, both by providing practical solutions and by strengthening international cooperation and building global partnerships.
UKRI has a responsibility to ensure that the UK’s research base contributes fully to the national security and defence agenda through convening and funding partnerships across government, academia, and industry.
Our approach is shaped by our principles in respect of responsible research and innovation, in trusted research, and the UK’s values and ethical standards.
Recognising the importance of academic freedom, UKRI supports the right of university researchers to choose whether or not to engage in research related to national defence and security. UKRI’s view is that neither choice should be penalised or prevented by institutional policy or actions.
UKRI-funded research in national security and defence topics must be able to demonstrate that it meets our ethical, legal, and national security obligations.
UKRI notes the responsibility it shares with research organisations to ensure that researchers are appropriately supported when they choose to contribute to national security and defence projects.
