UKRI commissioned Research Consulting to undertake a project to support the development of a pan-UKRI approach to data management planning in UKRI-funded research.

This report presents a proposed framework for strengthening research data management requirements and ensuring that research data is managed and shared effectively throughout the research lifecycle.

The report examines how the current Data Management Plan system, together with associated incentives, has increasingly shifted attention away from good research practice and towards administrative compliance. In response, Research Consulting developed a proposed framework that seeks to refocus attention on accountability for outcomes rather than process compliance, while recognising the diversity of disciplinary practices, institutional capabilities, and research contexts across the UK research and innovation landscape.

The report also identifies key considerations for the successful implementation of any changes to data management planning requirements for UKRI-funded research. It emphasises the importance of continued engagement with researchers, particularly within disciplines and career stages where research data management is less established.
