This is the final output of first phase of the ISCF evaluation, the purpose of this report is to set out a detailed evaluation approach, which is being carried out over 3 phases and is due to conclude in 2024.

The main findings report includes an executive summary and is accompanied by a series of supporting annexes that are referred to at various points in the main document.

This report sets out a detailed evaluation approach, including data collection and analysis methods, in order to provide the bases for impact and process evaluation to be conducted over the subsequent stages.

Chapters 1 to 2: sets out an introduction and findings from a rapid evidence assessment of mission-oriented research and innovation (R&I).

Chapters 3: outlines the overall approach to the evaluation, including the approach to key challenges of evaluating mission-oriented R&I.

Chapter 4: presents the ISCF theory of change, extrapolating key thematic strands that form the basis of the evaluation framework.

Chapters 5 to 7: presents the evaluation framework, plan for implementing the evaluation and outlines the key deliverables for the evaluation.
