Details

The government has guaranteed funding for eligible, successful applicants to Horizon Europe who are unable to sign grant agreements with the EU prior to formalisation of the UK’s association to the programme.

The funding will be delivered through UK Research and Innovation.

    Summary of changes: The Department for Science, Innovation and Technology (DSIT) extension of the guarantee to cover successful UK applications to all funding opportunities with EU final deadlines up to 30 June 2023; portability of European Research Council grants to the UK where the grant agreement has been signed but no spend incurred, see question 56 for details.

    Summary of changes: ERC Consolidator 2022 grants opened 7 Feb 23; MSCA Postdoctoral Fellowships 2022 opens 28 Feb 23; Funding routes close on Je-S for MSCA and Citizens 2021 grants on 1 Mar 23; ERC Starting, Consolidator and Advanced 2021 grants close 30 Mar 23; Grants hosted on IFS now have 2 sets of terms and conditions depending upon the signature date or deadline of the Horizon Europe call.

    Q&A updates: Costs for personnel based outside UK are included in guarantee funding (q2). Acknowledging UKRI funding (q23). If a UK partner can’t complete their part of a multi-beneficiary project, funding may be transferred to another institution (q.30). Cascaded funding: cannot be held or administered by Associate Partners (q31). ERC: Overseas teams planned costs covered (q52).

    General updates: Applications must be made as ‘beneficiary’ to receive funding. EURATOM Research and Training 2021 call is also covered by the guarantee. Lump sum model will still be funded on a quarterly basis.

    Update to the third paragraph of question 8, providing clarity on the Je-S post award monitoring.

    The guarantee date has been updated to cover all Horizon Europe calls with a final submission date on or before 31 December 2022. Multiple changes have been made across the document to reflect this. The guarantee extension also includes 2023 costs for the European Institute of Innovation and Technology Knowledge and Innovation Community activities delivered by UK participants.
