These terms and conditions apply if you use the Innovation Funding Service (IFS) to apply for Horizon Europe guarantee funding.

The guarantee was initially launched in November 2021 as a short-term measure, but due to delays to the UK’s association, the guarantee will continue issuing grants into 2023. With the UK Government implementing a new subsidy regime in January 2023, we determined that the extension to the guarantee that launched in December 2022 should be treated as involving subsidies. Whilst this will be reflected in the terms and conditions of a UKRI grant under the guarantee, we do not anticipate this having an impact on the scale of funding, or how it can be spent.

For Horizon Europe grants whereby the last legal date for signing grant agreements is expected to pass before 31 December 2022:

  • all organisation types: please refer to the set 1 of terms and conditions in this case (no state aid in line with the decision made by the European Commission)

For Horizon Europe grants with final application submission deadlines from 1 May up to 30 June 2023:

  • for enterprises, UKRI considers the grant awarded to any recipient acting economically (an enterprise) as a compliant subsidy under the UK-EU TCA. Please see set 2 of terms and conditions – Horizon Europe guarantee: IFS grant terms and conditions (subsidy)
  • where the recipient is not an enterprise or is not acting as an enterprise for the purpose of the project, UKRI will not consider the grant awarded to the recipient to be a subsidy. Please see set 2 of terms and conditions – Horizon Europe guarantee: IFS grant terms and conditions (subsidy)
