Demonstrating the viability of smart local energy systems is crucial for the UK’s net zero journey. PFER’s impact is evident in boosting the momentum in scaling place-based approaches, showcasing the vast benefits for all stakeholders.
This document contains the independent impact evaluation carried out by Ipsos and Technopolis on the PFER challenge, initiated in 2018 and completed in 2023. The report draws on the framework of indicators and metrics that were agreed at the programme’s inception as part of the process of developing an overarching evaluation plan.
An evaluation baseline was established in summer 2020 and early outcomes presented in September 2020.
This report sets out the final assessment of the outcomes of the challenge.
