Policy context

Research England is one of UK Research and Innovation’s (UKRI) councils.

The higher education sector will benefit from a broader package of investments that the Department for Science, Innovation and Technology (DSIT) and UKRI are delivering in 2025 to 2026.

This includes major initiatives such as the new AI Research Resource and the Research and Development (R&D) Missions Accelerator Programme, as well as continued membership of Horizon Europe, which will further support the UK’s world-leading universities.

The Spending Review announced by the UK government committed to real terms growth in public R&D investment over the next four years.

This will ensure that long-term support is provided to ensure stability and continued excellence in the university sector.
