SQW was commissioned to evaluate the TFI challenge.
The evaluation ran from July 2020 to April 2025 and had four phases.
The purpose of the phase two baseline report was to present evidence on the position of the foundation industries at the point at which the TFI challenge commenced and marked the first step in implementing the evaluation framework.
